Text Box: Why Is This Meeting Important?
Special inspections are an important function of the building process to insure that certain criteria are properly constructed.  In 2006, ICC published the “Model Program For Special Inspections”, and this model will be one of two presentations by  BSA-VT Director Alan Brown of Advanced Testing Company.  Alan will follow that with a presentation on the duties of the special inspector. 
With many Vermont interests looking at the impact of residential building codes and standards, Sam Francis of the American Wood Council will present valuable tools and information that may help.  One such tool is the Wood Frame Construction Manual (WFCM) for One- and Two-Family Dwellings, which is referenced in the IRC.
The 2001 Edition is an ANSI approved document that provides engineered and prescriptive requirements for wood frame construction based on dead, live, snow, seismic and wind loads derived from the 2000 International Building Code (IBC). Building officials who attend the Annual Meeting will be eligible for a complimentary copy; design professionals attending will be eligible for deep discounts.

Our Speakers

Alan Brown

Alan is Vice President of Advance Testing Company in Enfield, NH and lives in Wilder, VT.   A native of Vermont, Alan has an AAS degree in Architectural Engineering from Vermont Technical College.  He has worked in the construction materials testing and inspection field for over 25 years.

He holds certificates of Special Inspection through ICC in Reinforced Concrete, Masonry, Structural Steel, and Fireproofing and has a Master of Special Inspection designation. He holds various certifications through ACI, ASTN, AWS, PCI, and NETTCP.  Alan is particularly interested in promoting and enforcing Chapter 17 (Special Inspections) of the IBC.

Advance Testing Company is a consulting construction materials testing laboratory that has been providing service to its clients since 1984. Advance Testing Company provides both field inspection and laboratory analysis of all construction materials for commercial, private, and public organizations. Advance Testing currently manages its work out of three primary offices located in New York, New Hampshire and Massachusetts.

Sam Francis

Sam Francis is American Wood Council's Northeast Regional Director.  He is a Certified Building Official and has nearly 20 years of experience as a building code official. He served on the Ohio Construction Industry Certification Board and the National Construction Code Inspector Certification Program Test Preparation committee. Sam has been very active with model code organizations, serving on various committees with BOCA, ICC and NFPA as well as several state committees in the Northeast.  Internationally, he has been a

 member of the Technical Advisory Group representing the United States to the International Standards Organization (ISO).  He was the U.S. representative to the Technical Committee 92, Subcommittee 4: Fire Safety Engineering.  He has taught extensively on subjects closely related to codes and code development throughout the United States and Canada. Sam is the author of numerous articles and publications on various building regulation subjects.

At their 2006 annual banquet, the Eastern States Building Officials Federation (ESBOF) presented a Special Service Award to Sam "for his years of unselfish, untiring, and dedicated service to the members of ESBOF, which has provided invaluable assistance in achieving [its] goals.

Dottie Harris

Dorothy M. Harris is currently employed by the International Code Council, Inc. as the Vice President, State & Local Government Relations.  In this capacity, Ms. Harris has supervision of six Government Relations Managers with responsibility and oversight of twenty-five states, in the implementation and support of the International Codes. 

Prior to her current position, Ms. Harris served as Deputy Secretary of State for Local Government and Community Services at the New York State Department of State.  Ms. Harris was responsible for the oversight of five Divisions within the Department of State: Coastal Resources; Code Enforcement and Administration; Community Services; Fire Prevention and Control and Local Governments.  Ms. Harris also served as the Chairperson of the State Fire Prevention and Building Code Council and the New York State 911 Board and represented the Secretary of State on the New York State Disaster Preparedness Commission.

Prior to this appointment, Ms. Harris served as Assistant Secretary of State in the Department of State, Director of Legislative Affairs for Governor George E. Pataki, Executive Assistant to the Superintendent of the New York State Insurance Department, Committee Analyst and Director of the Task Force on Catastrophe Insurance of the New York State Senate Insurance Committee, and Legislative Assistant in the New York State Assembly.
